Raytheon is seeking a candidate to lead the development of technical strategy, solution development, and execution of SIGINT systems projects and pursuits as the Chief Engineer. This role requires a candidate who has demonstrated experience in national or tactical SIGINT missions, is focused on program capture, and is skilled at customer engagement. The candidate will participate in the pursuit, development, prototype, and support of the program life cycle by providing technical leadership across the development team in support of the mission area Technical Director. The Chief Engineer is responsible for meeting all technical requirements on the program or capture and is responsible for the overall technical integrity of the program. Responsibilities and scope also include:

  • Interactwithcustomers,stakeholders,anduserstounderstandissuesandconcernsin ordertoderiveinnovativesolutionsin ordertomeettheirneeds
  • Develops business and technical Requirements and establishes scope and schedule parameters to execute projects
  • Conducttradestudiestodetermineimprovementstosystemcapabilities
  • DevelopwhitepapersandabstractsclearlydirectedatcustomerneedsshowingthatRaytheonunderstandstheissuesandcanprovidesolutions
  • PromoteconceptsandsolutionswithinRaytheontofurthertheirdevelopmentthroughinternalresearchanddevelopment(IRAD)
  • Provides leadership and support to enterprise system demonstrations with both internal and external mission partners
  • Participates in program readiness and design reviews
  • Ability to travel domestically
Required Skills:
  • Expertise in Signals Intelligence (SIGINT) or Communications Intelligence (COMINT) systems
  • Experience with the US Air Force DCGS system or other Intelligence, Surveillance and Reconnaissance (ISR) systems
  • Experience in proposal development and technical writing
  • Technical background in design, development, integration and fielding of large scale systems
  • Experience developing a technical baseline (requirements/architecture) and leading a development team to implement it
  • Demonstrated excellence in communications, reports, and briefing with customers, co-contractors, engineers, and management, both oral and written
  • Experience establishing and maintaining working relationship with all levels of the organization, including customers, users, and other peer groups
  • Experience negotiating scope with customers, partners, and subcontractors
  • Experience conducting system engineering, analytical, and trade study activities using structured techniques
  • Experience in the development and review of Engineering Change Requests
  • Experience in risk and opportunity analysis, tracking and mitigation
  • Experience with the integration of COTS and/or Free and Open Source Software
  • Enthusiastic and energetic performer able to work in a fast-paced, highly visible setting
Desired Skills/Knowledge:
  • Expertise across the SIGINT domain, tactical or strategic
  • Expertise in ELINT processing chains, techniques, and technologies
  • Expertise in Proforma signals and processing
  • Cloud computing and open systems architecture experience
  • Six Sigma tools and techniques
  • Information Assurance (IA) experience

Required Education:
B.S./B.A. in Aerospace Engineering, Information Systems, Management Information Systems, Systems Engineering, Electrical Engineering, Computer Science, Computer Engineering, Computer Information Systems, Computer Systems Engineering, Mechanical Engineering, Physics, Math and 10 years relevant work experience. Advanced degree preferred.
