This position is contingent upon program award to Raytheon IIS
Raytheon IIS is looking for a Planning Manager for a large, complex, classified program. This position is responsible for working with program management and customer representatives to define, implement, and achieve program strategies. Other responsibilities include managing a team of Planners, including teammates, to develop, integrate, and maintain the program IMP/IMS and subsequent Program Management Baseline (PMB). This position requires the successful candidate to be a highly analytical, data driven, results oriented individual that proactively seeks out data, engages stakeholders, and facilitates closure of commitments. Other requirements for this position include having the ability to develop creative solutions within predefined boundary conditions; correlate data to provide simple and clear direction for a team when all of the data is not finalized; communicate the same message at both an executive level and a tactical implementation level; frequent interaction with customer representatives, program management, Integrated Product Teams (IPT’s), and Raytheon IIS functional management to meet contractual, programmatic, and functional deliverables, while implementing and utilizing Raytheon IIS common tools and processes.
•10+ years of applicable experience in Planning/Scheduling or Project Management related fields.
•Must be a US Citizen with current/active TS/SCI security clearance
•Mastery level understanding of scheduling principles/techniques using Microsoft Project, including resource loading.
•Demonstrated ability to recommend/facilitate the development and integration of complex IMP/IMS architectures/approaches; compliant with internal business policies and procedures, as well as customer requirements, for various contract types and size.
•Responsible for understanding customer contract requirements, program hardware and software life-cycle development and developing multilevel project plans to meet program objectives
•Demonstrated mastery-level expertise in both the technical process work flow of the program lifecycle and also the financial/business aspects of the planning function
•Ability to facilitate/lead program structuring/planning activities in conjunction with the PM and other stakeholders, on large complex programs; including IMP/IMS, Product Breakdown Structure (PBS), Organization Breakdown Structure (OBS) and/or Contract Work Breakdown Structure (CWBS)
•Demonstrated ability to facilitate/lead/participate in the development and maintenance of the program PMB, including validation of cost/schedule integration
•Mastery level EVMS expertise, with ability to facilitate EVMS implementation on new programs and/or ensure compliance with EVMS standards on existing/applicable projects
•Ability to design graphically informative executive level briefings to display schedule and programmatic information while maintaining data integrity to the IMS
•Demonstrated ability to conduct schedule risk/opportunity identification and assessment efforts on large/complex programs
•Must be a proactive communicator with a demonstrated ability to manage/lead/teach proper scheduling and EVMS techniques, principles for project personnel or teams of varying size and backgrounds.
•Demonstrated ability to develop program-level critical paths, analyze schedule probability of success (using tools such as Full Monte, @Risk, etc..), and explain and defend schedules to customers, work with schedulers/planners and engineers on key items in the schedule to develop possible schedule alternatives in order to improve the critical path and probabilities of success
Desired Skills/Knowledge/Experience:
•Previous project management experience and/or project management certification.
•Familiarity with Microframe Project Manager (MPM) or APEX financial systems
•Bachelors degree in Engineering, or other Technical Discipline. Equivalent combination of education and experience (Bachelor Degree = 8 years of additional applicable experience).
