Job Description

Raytheon IIS is seeking a Contracts Manager for a Mid- to Senior-level contracting position where the successful candidate will be responsible for supporting on-going, cradle-to-grave contract administration and pursuit related activities in support of Cybersecurity and Special Missions (CSM)’s Cyber Security Innovations sub-Mission Area, which are organized under Raytheon Intelligence, Information and Services (IIS). Current customers include he US Intelligence Community, US DOD and domestic commercial entities. The position is located in Annapolis Junction, MD. There is no relocation assistance available for this position.
Responsibilities include:
 Draft, review and negotiate various contracts to ensure compliance with internal policies and procedures
 Summarize contract issues, research compliance matters, interpret regulations, identify risks, and formulate recommendations
 Act as the primary interface with customers during contract negotiations and contract performance
 Negotiate sound business deals with Raytheon's customers and provide governance to the program team carrying out the terms and scope of the contract
 Work well as a member of the cross business team (CBT), and foster teamwork with both external and internal customers
 Handle several assignments concurrently while maintaining schedule deadlines
 Manage relationships with a variety of Government customers
 Identify potential and actual EXIM control matters, in contract execution as well as during program pursuit
 Provide support to front-end strategic assessments of business pursuits
 Act as a key player in solving problems, developing solutions, and assisting the business to achieve financial and performance goals and objectives
• Must be a US Citizen with current/active Top Secret/SCI Security clearance
• 8+ years of experience in the field of Contract Management, Negotiations, Finance, Supply Chain, Program Management or related fields preferably in a gov’t contractor environment similar to Raytheon.
• Knowledge of, and experience with, various types of agreements and contracts both Government and Commercial (e.g. Cost Reimbursement, Firm Fixed Price and T&M type contracts, IDIQs, NDA’s, SOWs, TA’s, other commercial agreements etc.)
• Leadership skills to include strategic thinking, customer focus, performance and results orientation, innovation, and influential communication
• Experience with ITAR/EAR controls
• Understanding of proposal cost structures, material estimates, development costs, performance requirements, delivery schedules, and terms and conditions for accuracy and completeness
• Ability to work independently with minimal oversight
• Ability to work in a fast paced environment
• Strong organizational skills, ability to multitask while delivering timely, high quality products
• Strong, demonstrated oral and written communication skills
• Experience negotiating contract terms and conditions in a defense contractor environment
• Direct USG contracting experience
• Strong knowledge of FAR/DFAR regulations and ability to apply them appropriately, with an understanding of standard Prime Contractor flow down provisions
Desired Skills:
• Intelligence Community Contracting experience
• Strong knowledge and experience with Raytheon Terms and Conditions
• Experience developing and maintaining high performance relationships with internal and external stakeholders and customers
• Experience with program management principles, such as formulating and executing business strategies to reduce risk, enhancing customer satisfaction, building positive customer relationships, improving profitability and supporting the generation of additional business opportunities
• Knowledge of Cyber Security terminology and associated regulations, terms and conditions
• Current TS/SCI security clearance, with full scope polygraph
Required Education (including Major):
• BA/BS Business Administration or related field such as Contract Administration or Supply Chain Management or equivalent combination of education and experience (Bachelor Degree = 8 years of additional applicable experience)
