Job Description: Raytheon is seeking a candidate to lead the development of technical strategies and solutions, for execution of SIGINT new business pursuits. This role requires a candidate who has demonstrated experience in national or tactical SIGINT missions, has experience with competitive captures/proposals, and is skilled at customer engagement. The candidate will lead a team to develop next generation tactical SIGINT solutions. The candidate will participate in capture strategy efforts, oversee related R&D projects, develop customer demonstrations, and lead technical solution development in support of the mission area Technical Director. Responsibilities and scope also include:

  • Interactwithcustomers,stakeholders,anduserstounderstand key needs, issuesandconcernsin ordertoderiveinnovativesolutionsthat advance the mission
  • Conducttradestudiestodetermine potential capability improvementstosystemcapabilities
  • Develop solutions that leverage commercial technology, including cloud computing, Agile DevOps, and Big Data analytics
  • DevelopwhitepapersandabstractsclearlydirectedatcustomerneedsshowingthatRaytheonunderstandstheissuesandcanprovidesolutions
  • PromoteconceptsandsolutionswithinRaytheontofurthertheirdevelopmentthroughinternalresearchanddevelopment(IRAD)
  • Work with internal R&D teams to define technology focus areas, review progress, and develop meaningful customer demonstrations
  • Provide technical leadership and support to system demonstrations for internal Raytheon leadership and external customers
  • Support ongoing programs through participation in program readiness and design reviews
  • Ability to travel domestically
Required Skills:
  • Expertise in Signals Intelligence (SIGINT) system development (Communications Intelligence (COMINT), Electronic Intelligence (ELINT), etc.)
  • Experience with the US Air Force DCGS system or other DoD or Intelligence Community Intelligence, Surveillance and Reconnaissance (ISR) systems
  • Experience in proposal development and technical writing
  • Technical background in design, development, integration and fielding of large scale systems
  • Experience developing a technical baseline (requirements/architecture) and leading a development team to implement it
  • Demonstrated excellence in communications, reports, and briefing with customers, co-contractors, engineers, and management, both oral and written
  • Experience establishing and maintaining working relationship with all levels of the organization, including customers, users, and other peer groups
  • Experience defining the scope of work with customers, partners, and subcontractors
  • Experience conducting system engineering, analytical, and trade study activities using structured techniques
  • Experience in risk and opportunity analysis, tracking and mitigation
  • Experience with the integration of COTS and/or Free and Open Source Software
  • Enthusiastic and energetic performer able to work in a fast-paced, highly visible setting
Desired Skills/Knowledge:
  • R&D experience with advanced SIGINT processing techniques
  • Expertise in ELINT processing chains, techniques, and technologies
  • Expertise in Proforma signals and processing
  • Experience developing Big Data analytics and machine learning solutions
  • Cloud computing and open systems architecture experience
  • Six Sigma tools and techniques
  • Information Assurance (IA) experience

Required Education:
B.S./B.A. in Aerospace Engineering, Information Systems, Management Information Systems, Systems Engineering, Electrical Engineering, Computer Science, Computer Engineering, Computer Information Systems, Computer Systems Engineering, Mechanical Engineering, Physics, Math and 10 years relevant work experience. Advanced degree preferred.
