Raytheon’s DOMino contract is a single-award IDIQ with a $1.15 billion ceiling. This contract delivers full lifecycle development and sustainment for the Department of Homeland Security’s (DHS) National Cybersecurity Protection System (NCPS). The NCPS assists more than 100 federal civilian government agencies with the protection of their networks against advanced cyber threats. Under this contract, Raytheon will support the government in the design, development, operations and maintenance services for the NCPS. Raytheon will build the mission critical cybersecurity solutions that will enable the timely dissemination of threat warnings and improve information sharing across DHS’s stakeholder community. Positions would be located in Pensacola, FL and Arlington, VA, others across the nation.

The Systems Engineer supports the development of system capabilities from the identification of requirements through the deployment of capabilities through the requirements definition, designs, and develops system-oriented products and prepares related installation, testing, operation, and maintenance specifications and instructions. Defines and analyzes architecture to establish operating conditions, conducts tests, define and analyze engineering proposals and related technical data to determine feasibility of developing new capabilities and/or modifying existing capabilities. The Systems Engineer is cognizant of Systems Engineering Lifecycle (SELC) processes and practices, Change Management practices, and collaborates with various Integrated Product Teams (IPTs), Project Teams, and Government entities.
Responsibilities also include:
Analyze user requirements, CONOPS and high-level system architectures to derive, develop and decompose system-level specifications.
Manage system requirements and derived requirements to ensure the system is compatible with defined architecture, and meets customer needs.
Leading and collaborating with Agile Scrum as capabilities are aligned to the operational Sustainment Environment and the associated teams as a key contributor responsible for the design and implementation of advanced cybersecurity capabilities, including the selection of hardware and software and the design of infrastructure services required to enable the cybersecurity capabilities.
Maintaining current knowledge of hardware and software platforms and their associated applications.
Plan and/or support enhancement projects and large system upgrades through requirements definition, implementation, development, operations, performance, testing, cost and schedule, training and support, and/or system disposal.
Leading or developing high quality technical documentation, including user guides, test plans, and contract deliverable items and supporting product line training.
Perform individually and as part of a team.
Provide input to hardware (COTS/GOTS/capacity/etc.) recommendations, including support for Technology Insertion in Government Technical Reference Model (TRM).
Active participation in Integrated Product Teams (IPTs) and program Engineering Review Boards (ERBs).Required skills include:
Must have a Top Secret Clearance with SCI Eligibility (SSBI within the last 5 years)
U.S. Citizenship required
Experience and/or familiarity with software and system lifecycle methodologies, (e.g ISO, CMMI, ITIL).
10 years demonstrated experience in at least two of the following areas LINUX Server, Windows Server, Oracle or VMWare.
Experience and/or familiarity with MS Office, including Word, Excel, Project required.
Project Management experience required.Education Required:
Bachelor’s Degree in Engineering, Mathematics, Science or other STEM discipline.
