Raytheon is seeking an experienced technical professional for the position of Multi-INT (MI) Deputy Program Manager in support of the Intelligence, Information, and Services (IIS) Global Intelligence Solutions (GIS) Mission Area, as a deputy for the Sentient efforts. The MI Deputy Program Manager will be knowledgeable in the fields of GEOINT and SIGNINT systems architectures and engineering, Activity Based Intelligence (ABI), Cloud Compute environments and framework services. The Multi-INT Deputy Program Manager will be responsible for providing day-to-day oversight and support to the program team, setting the program strategy and vision as well as tactical direction for a multi-functional team. Candidate will be responsible for project planning, oversight of development and sustainment to include financial and schedule performance and meeting customer requirements.

The DPM must demonstrate a strong ability to manage technical program aspects, perform schedule and cost reporting, and provide briefings as required to the customer. The Deputy Program Manager must be capable of leading leadership level meetings and customer program management reviews.

The Deputy Program Manager will be responsible for supporting the program office and overseeing development of integrated, web based software services.

•Build and sustain relationships with customers; understand and communicate their priorities
•Build and grow the engineering team to execute and pursue new MI business with Sentient and the Intelligence Community
•Manage the project team to ensure appropriate assignment of work tasks, responsibilities, and authority level
•Ensure subcontractor/teammate performance and maintain effective relationships
•Track cost performance including earned value management
•Deliver program status including technical, EV and schedule performance
•Implement standard program management methodology throughout the program lifecycle
•Collaborate with the program and technical leadership team to evaluate staffing required for current and emerging CLINs
•Identify and develop approaches to grow the program
•Experience interacting with users to understand requirements and customer satisfaction
•Manage risk and opportunities in accordance with specific financial goals

Required Skills:

•At least 10 years overall related experience.
•Demonstrated success leading IC government programs in a program manager/deputy program manager capacity or similar role
•Experience developing, managing, and reporting program schedules, budgets, and program plans
•Ability to multi-task
•Effective communication/presentation, analytical and problem solving skills
•Demonstrated knowledge of program management processes for execution of mid-level complex programs comprised of geographically dispersed teams of Raytheon, subcontractors and augmentation subcontractors
•Raytheon Program Management Certification Level 5 ($1-$20M) or ability to obtain
•Clearance Required: Top Secret / SCI Existing or current SSBI
•Demonstrated self-starter – proactive in determining goals and objectives and pursuing the necessary course of action and ability to be productive with very little supervision; able to lead others

Current TS/SCI with CI Poly

Desired Skills:

•Experience in the IC Multi-INT market
•Solid understanding of Systems Engineering Industry Best Practices and other business processes
•Knowledge of GEOINT/SIGINT missions, cloud compute platforms, information infrastructure, sensors, phenomenology and ground systems
•Demonstrated experience using EVMS
•Demonstrated experience with Program Risk and Opportunity Management
•Experience managing subcontractors/teammate performance
•Experience growing existing programs
•Experience with Raytheon PMX management tools
◦BCR, SWA, VAR, Risk Register, Web Status, ELF
•Experience establishing contracts and purchase orders through Raytheon Supply Chain Management
•Experience rating and reporting subcontractor performance through Raytheon Supply Chain QDI process
