Raytheon IIS/GIS provides Operations and Maintenance support for the Intelligence Community

Raytheon Intelligence, Information and Services (IIS) is seeking a Capture Manager who will be responsible for overseeing capture operations while achieving operational targets with significant and long-lasting impact on departmental results. Duties will include, but not limited to the following:

Job Description:

•In collaboration with the Business Development and Sub-Mission Area leads, oversee the development and implementation of capture activities in support of IC Community digital transformation, services and mission- oriented operations growth strategies.
•Leads/assists capture efforts in support of the growth of multiple, Sub-Mission areas
•Responsible for capture management/oversight,rhythms,and process refinements under the guidance/direction of BD and Growth operations.
•Supports the development of materials (marketing, informational trades, point papers) encompassing the full range of Raytheon IIS/GIS capabilities offered to customers
•Collaborates across BD, Line Management, and/or Program Managers to gather the information and data required to enable win strategies and gain approval on pursuits.
•Successfully matures capture efforts through Gate processes/protocols and capture milestones throughout the maturity lifecycle; preparing artifacts accordingly.
•Ensures the timely management/execution of capture activities, accounting for multiple stakeholders, priorities and competing efforts. This includes securing and managing capture and proposal resources.
•Leads win strategy, theme and differentiation development efforts, coordinating multiple stakeholders and subject matter experts.
•Informs BD and Sub-Mission Area leads or designees, status of capture activities, to include multiple, concurrent efforts.
•Supports the development of customer engagement plans, messaging specific to pursuits and tracks follow-through.
•Supports the development of competitor analyses and intelligence gathering; leads detailed assessments and trades of competitive landscape.

Required Skills:

•Minimum of six (6) years of demonstrated successful experience providing Business Development/Capture leadership in the IC market to include building and managing pipelines.
•Active “hands-on” leader in capture and proposal development, strategic solution development, and marketing communications
•Demonstrated experience leading capture activities and running/managing business operations to include use of business management tools (Deltek, GovWin, etc.)
•Ability to travel as needed (travel required ~25%)
•Experience functioning collaboratively across multifunctional teams
•Ability to effectively prioritize and work independently
•Ability to successfully communicate with and influence customers, corporate executive management, and other employees at all levels.
•Detailed understanding of IC Community Missions, Operations and specific Agency Objectives as well as key personnel.
•Pre-existing customer and industry networks and collaborative relationships
•Knowledge of Federal business acquisition process and the Federal Acquisition Regulation (FAR).
•Proven leadership, strong organization management skills, and ability to operate independently.
•Excellent writing and public speaking skills, including strong presentation and proposal writing capabilities, and ability to actively assist capture and proposal teams in the completion of compliant and compelling proposals that perfectly address the needs of the customer
•Able to work well under pressure, multi-task, and deliver on multiple priorities.
•This position requires direct and independent interfacing with Raytheon Executives

Required Education (including Major):

Bachelor's degree or higher in relevant business, technical, professional field of study or 14 years' of experience in lieu of a degree. Background should include providing Business Development leadership in complex operations. 110570
