Leidos has an opening for a Safety Engineer to support the Assembled Chemical Weapons Alternatives (ACWA) programs BGCAPP Field Office (FO) providing technical input during the systemization, pilot testing, operations, and closure of the BGCAPP, including the Main Plant and the SDC. This position is located in Richmond, KY.
The primary responsibilities of the Safety Engineer are to perform document reviews, technical research, and provide technical input associated with the Systems Contractor’s (SC)’s activities to provide the necessary information for the Government to perform their oversight mission. The Safety Engineer shall apply expert knowledge of safety, occupational health, and engineering theories, principles, concepts, standards, methods, and precedents to a wide range of health and safety hazards in highly hazardous chemical and explosives operations. The Safety Engineer shall perform project related safety and occupational health activities as specified by the Site Project Manager or Government SME for the functional area.
The Safety Engineer shall review the SC’s plans and procedures for compliance with programmatic and OSHA requirements. The result of this review shall be provided as technical input to the Government to support their oversight mission. The Safety Engineer shall provide technical input to the Government regarding the SC efforts to eliminate or control hazardous conditions resulting from human error, equipment, and machine operations, which may lead to injury to personnel and/or damage to property. The Safety Engineer shall interface with the SC Safety Manager and other SC personnel, BGAD/BGCA safety professionals, HQ Risk Management, CDC, DDESB, U.S. Army Technical Center for Explosives Safety (USATCES) and other Federal and State safety investigators/professionals to review, research, and provide technical input to the Government. The Safety Engineer shall assist the Government in gathering information for technical inquiries on safety related matters applicable to the BGCAPP. The Safety Engineer shall review proposed SC designs, methods, and procedures for technical conformance with engineering criteria, system safety principles, and applicable safety conformance standards and provide technical input to the Government. The Safety Engineer shall review engineering documents, changes, etc. to determine impact to the BGCAPP hazard analysis. The Safety Engineer shall perform hazard analyses to identify potential design deficiencies and provide recommendations for mitigating hazards to the Government. The Safety Engineer shall review SC proposed hazard and risk assessments, interpreting and implementing DoD, Department of the Army (DA), Army Materiel Command, Federal, State, and Local safety regulations and policies with respect to BGCAPP operations and provide technical input to the Government. The Safety Engineer shall review plant designs, procedures, and operations with respect to their safety impacts, and conducting technical inquiries and provide results to the Government. The Safety Engineer shall provide safety input to the Government throughout the design life cycle, and providing system safety interface with other key project functions (i.e., design, operations, maintenance, and Government). The Safety Engineer shall perform Subsystem Hazard Analyses (SSHA) IAW the Project System Safety Program Plan.
The Safety Engineer shall review safety and occupational health documents to assure their compliance with SOPs, training documents, design changes, and ECPs. These reviews shall ensure proper configuration management control procedures are being followed. Additionally, the Safety Engineer shall be familiar with the various site risk assessment and site safety plans. This includes the annual Multi-Pathway Health Risk Assessment, and the Site Safety Submission. The Safety Engineer shall review the SC’s design, change documentation, plans, procedures, hazard analysis, hazard tracking log, and other documentation and provide the Government with technical input regarding the quality and effectiveness of this documentation to prevent or mitigate hazards. The Safety Engineer’s reviews shall include whether proper configuration management control procedures are being followed. The Safety Engineer shall attend and participate in meetings that address safety and occupational health issues. This shall include engaging in dialogue and providing technical input and expertise during the meetings. The Safety Engineer shall verify that the SC is providing ongoing evaluation and support (self-reporting) for maintaining OSHA VPP Star Status. The Safety Engineer shall provide technical input to the Government of the SC’s work activities to assure compliance with approved safety plans, PEO ACWA directives, and approved procedures. The Safety Engineer shall document all technical input IAW the FO Oversight Plan. Issues identified shall be elevated to the DSPM and/or SPM. The Safety Engineer shall review Safety Site Plan Submissions and provide technical input to the Government.
The Safety Engineer shall provide technical input to the Government as related to cost versus benefit decision packages. The Safety Engineer shall provide analysis and recommendations regarding cost versus increased safety benefits. The Safety Engineer shall review the SC's documentation and activities associated with accident or incident investigations, hazard analyses, and root cause analyses. The Safety Engineer shall provide this review as technical input to the Government. The Safety Engineer shall provide technical input to the Government to support the Government in negotiating and initiating appropriate measures to resolve serious safety and occupational health issues.
The Safety Engineer shall provide technical input to the BGCAPP FO by reviewing FO plans, procedures, and requirements applicable to the functions performed by the BGCAPP FO. The Safety Engineer shall support the BGCAPP FO by providing recommendations to the Government to enhance the safety of the BGCAPP FO and to control/mitigate hazards. The Safety Engineer shall also provide training as requested by the SPM and/or DSPM Compliance to the BGCAPP FO to ensure and enhance the safety of the BGCAPP FO personnel.
Four year degree in engineering or a health related discipline; certified safety professional. Five years’ experience in occupational health and safety in a hazardous chemical waste operation. Three years’ experience with Army safety policies and regulations. Must be a US Citizen willing to obtain a Secret Clearance.
