JOB DESCRIPTION: This sub family is responsible for developing and delivering a set of organizational HR processes designed to onboard, develop, motivate, and retain a diverse pool of employees. Duties may include developing, implementing and delivering of talent management programs to include on-boarding and assimilation, development, career, and succession planning, performance management, diversity and inclusion, and organizational development. IMPACT: Directs activities that have significant impact on the achievement of results for the project/function. Work requires a high degree of responsibility for resources, and frequently influences organizational or operational decisions made by leadership. COMPLEXITY: Problems and issues faced are complex and involve limited information. Conducts extensive investigation to understand the root cause of problems. Problems are highly complex and typically involve multiple families, projects, or customers. COMMUNICATION: Communicates with parties within and outside of own project/family, and has responsibility for communicating with diverse parties external to the organization. Negotiates and influences others to understand and accept new concepts, practices and approaches. LEADERSHIP amp; TALENT MANAGEMENT: Manages a project or family which includes multiple teams led by managers and/or supervisors. Responsible for creating workforce and staffing plans for project/family to ensure efficient use of resources. Typically has hiring, firing, promotion and reward authority within own area, in accordance with organizational guidelines. KNOWLEDGE: Requires deep management and leadership knowledge to lead cross-family project or program teams or manage across multiple families. Typically has mastery within a specific technical discipline/area or broad expertise across multiple related disciplines. TYPICAL EDUCATION amp; EXPERIENCE: Typically requires a BA/BS or equivalent experience and 12+ years of prior relevant experience or Masters with 10+ years or prior relevant experience. EDUCATION You must hold an appropriate degree from an accredited college, or equivalent experience/combined education, with professional experience and specialized training commensurate with assignment. These include: B.S. Computer Science, Information Technology, Civil Engineering or equivalent B.A. Business Administration, Education Distance Learning or equivalent M.S. Computer Science, Technical Management or MBA, M.D.E Learning design amp; Technology or equivalent. RELEVANT EXPERIENCE: Experience increasing enterprise operations efficiencies through process improvement by developing standard and ad hoc operating procedures, resulting in more consistent performance and improved customer support. Experience leading and participating in Army Training efforts, and possessing knowledge of major Training system architecture and predictive analysis. Possess experience in managing Distance Learning environment help desk support, incident management and availability management. Experience translating requirements into project plans and milestones, directing and implementing plans, and presenting formal project status/plan briefings to executive Government and Corporate management. Required Certifications: Only one of the following is required in addition to ITILv3. Outside Plant (OSP) Designer Registered Telecommunications Project Manager (RTPM) Registered Communications Distribution Designer (RCDD) Instruction Technology Integration or Instructional Technology Design Information Technology Infrastructure Library (ITIL)v3 Foundation Security Requirements: Must be able to pass the National Agency Check with written Inquiries (NACI), National Trust, and a favorable completion of a Federal Bureau of Investigation (FBI) fingerprint check, or a DoD/DoE-determined equivalent investigation, or greater. Must possess a Secret security clearance at contract start Possess the ability to obtain a Top Secret level security Desired Certifications: Project Management Professional (PMP ) Information Technology Infrastructure Library (ITIL) Expert Release, Control and Validation Certification, Education: B.S.
