Job Description: The Navy Array Technical Support Center (NATSC) is the depot-level repair activity for US Navy surface ship and submarine towed sonar arrays. It is a Government Owned-Contractor Operated (GOCO) facility located at the Navy Undersea Warfare Center, Division Newport, and Naval Station Newport, in Newport RI. Along with the depot the Government provides a warehouse/staging facility for material packaging, shipping, receipt, inspection, and storage. The successful candidate will be the Contractor Planning Manager of the NATSC towed array depot. As such they will: 1. Manage the planning, preparation, issuance, and control of production schedules and material requirements to ensure a controlled flow of approved materials timed to meet production requirements. 2. Identify, maintain and replenish inventory levels to sustain continued production operations. 3. Monitor all hardcopy documentation used 4. status of work in progress, material availability, and potential production problems to ensure that personnel, equipment, materials, and services are provided when needed. 5. Monitor/enforce subordinate compliance with all safety and quality standards/requirements and participate in investigations of violations, particularly when they result in rework and/or destruction of material or damage to equipment. 6. Monitor facility cleanliness and storage and the material/operating condition of installed equipment. Initiate action to resolve discrepancies. 7. Be responsible to the project manager for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions.
EDUCATION amp; EXPERIENCE: Bachelors degree in a related discipline and 4 years related experiance, or an Associate's degree and 2 or more years of professional related experience or equivalent combination of education and experience. Must be able to obtain and retain a US DOD security clearance at the SECRET level. Five or more years of prior experience leading a planning and procurement organization within a repair/production depot environment. Prior experience using computer/network-based inventory management, material procurement, and job tracking systems. Prior experience leading/managing a Service Contract Act/Wage Determination workforce. Must be willing and able to relocate within commuting distance of the facility in Newport RI. Desired Qualifications: Prior experience planning in a US Gov/DOD repair depot. Familiarity with Naval Undersea Warfare Center, Division Newport and Naval Station Newport processes and procedures related to security and logistics oriented matters. Prior experience using SAP (Enterprise Software Suite), NDA (NATSC Depot Application), and MasterControl (Process/Document Management System.
