Leidos has an opening for a Senior Command Staff and Operational Support Analyst – Written Communication in Tampa, FL.
JOB SUMMARYThe person filling this position will work at the three-star level, Marine Forces, U.S. Central Command (MARCENT) Headquarters as the command’s lead analyst for executive level written communication. This person will support MARCENT by developing cohesive and cogent operational update products by conducting expert analysis and reviews of disparate and disaggregated documents. The products developed will be used to assist the Commander in introducing matters of high importance at both the Commandant of the Marine Corps level and the Combatant Commander level. This support will require access to all source information, including SCI-level information to ensure the recommendations to the Commander are accurate and current. This person will assist in the authoring and refinement of studies, plans, briefs, and recommended policies and strategies. These products must be able to describe complex matters in an expedient yet undiluted manner. This person will demonstrate mastery of the English language in both written and oral means, a thorough understanding of the Central Command’s AOR issues, and knowledge of current and planned military operations. Unclassified and classified reports and briefs will be prepared and submitted as appropriate for command staff support.
PRIMARY RESPONSIBILITIES- Provide planning and staff support to the Commander and command deck as required- Assist in preparing Trip Books for the Commander and Staff to include Talking Points, Scene Setters, Biographies, and After Action Reports (AARs)- Maintain historical files as required- Participate in KLE quarterly reviews with the MARCENT KLE and TSC sections - Provide written products and briefs to the Commander as required- Develop assessments, briefs, information papers, and standard naval messages- Provide Subject Matter Expertise (SME) guidance and recommendations- Assist in the development of strategic, policy, campaign, and posture plans- Support internal MARCENT working groups
BASIC QUALIFICATIONS: - Bachelor's degree and 10 years of demonstrated subject matter expert level knowledge of all USMC and joint manpower reporting processes, systems, and tools- Minimum 5 years of demonstrated comprehensive understanding of CENTCOM AOR manpower related issues, related management processes in force, and sister components’ personnel management techniques/procedures- Minimum 5 years of familiarity in working with the Joint Air Force-Navy-Army Manual (JAFAN) 6/0, Special Access Program Security Manual and Sensitive Compartmented Information (SCI) Administrative Security Manual (DOD Manual 5105.21)- Active TS/SCI clearance- Current US Passport and ability to travel overseas on short notice- Command and Staff College complete- Minimum 3 years experience at a MARFOR and/or Combatant Command level staff- A thorough understanding of “Componency” as it relates to the inter-relationships between MARCENT, CENTCOM and the HQMC staffs- Working knowledge of the complex interrelationships between Middle Eastern states, religions, and ethnic groups- Working knowledge of regional US Embassies, SDO/DATT, and USLO structures- In-depth understanding of importance of KLE to planning efforts- Ability to interact with Colonels and Lieutenant Colonels at a peer level in order to advise and assist them with daily staff functions; and ability and comfort to brief at the executive level (3-4 star)
PREFERRED QUALIFICATIONS: - Master’s Degree and 20 years of relevant experience- Retired or Reserve USMC Lieutenant Colonel or Colonel- Service on both USCENTCOM (Combatant Command) and MARCENT (MARFOR) level staffs- In-depth understanding of USCENTCOM’s OPLANs and CONPLANs (to include compartmentalized plans, bi-lateral and multi-lateral planning efforts)- Long established interpersonal relationships with regional military leaders and staff members developed through face-to-face engagements- Long established interpersonal relationships with key members of the USCENTCOM and Headquarters, US Marine Corps (Plans, Policy and Operations) staffs
