Job Description: The successful candidate will be the Contractor Operations Manager of the NATSC towed array depot. As such they will: 1. Function as the primary daily operations interface with the customer. 2. Oversee the supervision of workflow on each repair line, ensuring efficient use of resources and operation at maximum capacity, consistent with customer and contractual priorities. Report and investigate any abnormal conditions limiting production capacity. 3. Monitor/enforce adherence to technical requirements and quality standards and participate in investigations of violations, particularly when they result in rework and/or destruction of material or damage to equipment. Lead/participate in process improvement events to maximize facility output. Lead the efforts related to the accomplishment of new article repair line certification. 4. Monitor facility cleanliness and storage and the material/operating condition of installed industrial plant equipment (IPE). Initiate action to resolve discrepancies. 5. Implement, maintain, and enforce a documented technician training and qualification program. 6. Be responsible to the project manager for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions.
Qualifications: Bachelor’s degree in an engineering or leadership/ management related discipline and five or more years of professional experience, or an Associate’s degree and eight or more years of professional experience. 2. Must be able to obtain and retain a US DOD security clearance at the SECRET level. 3. Ten or more years prior experience managing US Government DOD projects and direct liaison with Government customers. 4. Must have prior experience leading/managing a Service Contract Act/Wage Determination workforce. 5. Must be willing and able to relocate within commuting distance of the facility in Newport RI. (Relocation Negotiable) 1. Prior US Navy surface and/or submarine combat systems experience including towed array operations. 2. Prior experience managing towed array maintenance support at the Intermediate and/or Depot levels. 3. Prior experience in direct liaison with Naval Undersea Warfare Center, Division Newport on matters related to towed array systems. 4. Prior experience using NDA (NATSC Depot Application), TAMS (Towed Asset Management System), and MasterControl (Process/Document Management System). 5. Prior experience in electronics repair-related activities (operation, testing/troubleshooting, and component-level repair; US Navy Class C school or technical school graduate in electronics) 6. Lean-Six Sigma Green Belt trained. Appropriate degree from an accredited college, or equivalent experience/combined education, with professional experience and specialized training commensurate with assignment.
