Job Description

JOB DESCRIPTION: The Navy Array Technical Support Center (NATSC) is the depot-level repair activity for US Navy surface ship and submarine towed sonar arrays. It is a Government Owned-Contractor Operated (GOCO) facility located at the Navy Undersea Warfare Center, Division Newport, and Naval Station Newport, in Newport RI. Along with the depot the Government provides a warehouse/staging facility for material packaging, shipping, receipt, inspection, and storage. The successful candidate will be the Contractor Logistics Manager of the NATSC towed array depot upon contract award. As such they will: 1. Manage the development/review/revision, implementation, and monitoring of program quality plans, programs, procedures, and operations. 2. Insure that performance and quality documentation conforms to established company, customer, and regulatory standards. 3. Monitor/enforce subordinate compliance with all safety and quality standards/requirements associated with factory and warehouse operations and direct investigations of violations, particularly when they result in rework and/or destruction of material or damage to equipment. 4. Monitor facility cleanliness and storage and the material/operating condition of installed industrial equipment. Initiate action to resolve discrepancies. 5. Establish and maintain a quality assurance training and qualification program for quality inspectors and supervisors. 6. Be responsible to the project manager for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions.
EDUCATION amp; EXPERIENCE:Bachelor s degree in an electronics or engineering related discipline or an Associate s degree with four or more years of related professional experience. Five or more years of experience as a leader within a quality assurance group supporting a depot repair environment. Must have a US DOD security clearance at the SECRET level. Familiar with ISO 9001-2008 quality standards and their application to quality management programs. Prior experience using computer/network-based inventory management and job tracking systems.Prior experience leading/managing a Service Contract Act/Wage Determination workforce. Must be willing and able to relocate within commuting distance of the facility in Newport RI.Prior quality assurance experience at a US Navy/DOD repair depot. Familiarity with Naval Undersea Warfare Center, Division Newport, Naval Station Newport processes and procedures related to depot repair and logistics operations. Familiar with the handling, storage, and shipment requirements for towed sonar arrays/modules and components. Prior experience using NDA (NATSC Depot Application), and MasterControl (Process/Document Management System). Lean-Six Sigma Green Belt trained. Appropriate degree from an accredited college, or equivalent experience/combined education, with professional experience and specialized training commensurate with assignment.
