JOB DESCRIPTION: This position is contingent upon contract award, and customer approval of resume. Background: The Naval Array Technical Support Center (NATSC) is the depot-level repair activity for US Navy surface ship and submarine towed sonar arrays. It is a Government Owned-Contractor Operated (GOCO) facility located at the Naval Undersea Warfare Center, Division Newport, and Naval Station Newport, in Newport RI. Along with the depot the Government provides a warehouse/staging facility for material packaging, shipping, receipt, inspection, and storage. The successful candidate will be the contractor Logistics Manager of the NATSC towed array depot upon contract award. Scope of responsibilities includes, but is not limited to: 1. Data, document, and records control, including monitoring hardcopy documentation to ensure the latest revisions are being used, and that documentation is properly archived. Properly implement document changes and submit deviations for work performed without proper documentation. 2. Timely review of Preliminary Engineering Change Proposals/Engineering Change Proposals and submit impact analysis. 3. Provide oversight to planning group; monitoring, maintaining and replenishing material inventory, determining urgency and procuring/expediting material as needed. 4. Inventory management; dispensing parts in accordance with approved processes, receiving failed materials, and restocking excess ready-for-issue parts. 5. Coordinate the shipment of properly prepared outgoing material in accordance with approved procedures. 6. Conduct inspection and receipt of materials, including supplier information, conformance to applicable specifications, and segregation of conforming and non-conforming items. Conduct Material Review Board s and recommend appropriate disposition of non-conforming materials. 7. Maintain documentation and logistics databases, entering appropriate data in a timely manner, and completing required procedural documentation in accordance with established policies and procedures. 8. Monitor facility cleanliness and storage. 9. Implement, enforce, and pursue a logistics training and qualification program. 10. Be responsible to the project manager for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions. DESIRED SKILLS 1. Prior US Navy/DOD warehouse/logistics operations experience. 2. Familiarity with Naval Undersea Warfare Center, Division Newport, Naval Station Newport, and Fleet and Industrial Supply Center (FISC) processes and procedures related to security and logistics oriented matters. 3. Familiar with the handling, storage, and shipment requirements for towed sonar arrays/modules. 4. Prior experience using NDA (NATSC Depot Application), TAMS (Towed Asset Management System), and Master Control (Process/Document Management System). 5. Lean-Six Sigma Green Belt trained.
EDUCATION AND EXPERIENCE: Bachelor s degree in a logistics, accounting, or leadership/management related discipline, or an Associate s degree and four or more years of professional related experience. Must be able to obtain and retain a US DOD security clearance at the SECRET level. Prior documented experience in inventory and controlled material management, forecasting, and procurement, and familiarity with warehousing operations. Prior experience using computer/network-based inventory management and job tracking systems. Must have and maintain a current state-endorsed driver s license. Prior US Navy/DOD warehouse/logistics operations experience. Familiarity with Naval Undersea Warfare Center, Division Newport, Naval Station Newport, and Fleet and Industrial Supply Center (FISC) processes and procedures related to security and logistics oriented matters. Familiar with the handling, storage, and shipment requirements for towed sonar arrays/modules. Prior experience using NDA (NATSC Depot Application), TAMS (Towed Asset Management System), and MasterControl (Process/Document Management System). Lean-Six Sigma Green Belt trained. Prior experience leading/managing a Service Contract Act/Wage Determination workforce.
