Job Description

Leidos is seeking an experienced Deputy Program Manager for a highly visible cyber security single-award IDIQ vehicle that provides security operations center (SOC) support, cyber analysis, application development, and a 24x7x365 support staff. Department of Homeland Security (DHS), Security Operations Center (SOC) Support Services is a US Government program responsible to monitor, detect, analyze, mitigate, and respond to cyber threats and adversarial activity on the DHS Enterprise. The DHS SOC has primary responsibility for monitoring and responding to security events and incidents detected at the Trusted Internet Connection (TIC) and Policy Enforcement Point (PEP) and is responsible for directing and coordinating detection and response activities performed by each Component SOC. Direction and coordination are achieved through a new shared DHS incident tracking system and other means of coordination and communication. The DPM will be responsible for management of the security operations floor. Candidate must have direct project and program management experience in delivery of information systems or computer network support services. The Deputy Program Manager shall have demonstrated capabilities to analyze highly complex cybersecurity and network issues, recommend plans of action for SOC staff (including both contractor and government personnel), and manage teams supporting resolution of these issues. This individual will serve as the main SOC floor manager and will interface with the government floor managers and watch officers.

Bachelor of Science in Computer Science, Engineering, Information Technology, or Cyber Security<?xml:namespace prefix = "o" ns = "urn:schemas-microsoft-com:office:office" />

8+ years of system engineering/program management experience with 5+ years of direct project and program management experience of IT systems

Experience as a shift lead in a security operations environment

Complete understanding of Defensive cyber Operations (DCO), Incident

Response, and Incident Management

Superior communication skills; ability to brief SOC Management and effectively communicate with analyst team in a high stress environment

Experience leading teams to improve analytical quality

PMP certification

ISC2 CISSP certification

Must be able to obtain and maintain a DHS Top Secret security clearance


Masters of Science in Engineering or related field

Experience as a floor manager for a 24/7/365 Security Operations Center (SOC) or other equivalent cyber organization

Experience leading a geographically dispersed team

Experience with subcontractor management

Active DHS Top Secret security clearance.
