Job Description


The Civil Health Operation is seeking a Test Engineer to support a program for the FDA in Baltimore, MD.

The Systems for Inspections, Recalls, Compliance Enforcement (SIRCE) and Imports program supports the Food and Drug Administration (FDA) Office of Regulatory Affairs’ (ORA) critical work to safeguard the foods, drugs, devices, biologics, and veterinary products that the Agency regulates. These systems continue to evolve to meet emerging business needs and to support new mandates and initiatives. It is important to analyze and implement advances in technologies that will improve efficiency and performance leading to greater user satisfaction and reducing the cost of operations and maintenance (O amp;M). Effort is underway to develop state of the art applications that can be used on various platforms and to retire some of the legacy systems with modern and efficient applications.

Specific roles amp; responsibilities for the Test Engineer position include but not limited to the following:

-Support System Engineering/Business Analysts with writing requirements/user stories/acceptance criteria for new enhancements and change requests

-Develop functional test cases and test/verify the requirements/user stories once delivered by the software development team

-Provide direction/leadership/mentoring to other test engineers on the Integrated Product Team

-Support Operations and Maintenance with regression testing when application is delivered to the Production environment

-Support User Acceptance Testing

-Write and execute Test Procedures

-Conduct performance testing activities using LoadRunner

-Perform Test Automation Activities using HP Unified Functional Tester

Minimum Qualifications
Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education, with 9 years or more of professional experience; or 7 years of professional experience with a related Masters degree. Considered an expert, authority in discipline.

- Previous experience with Software and COTS integration

- Expertise with hands-on integrating and testing

- Expertise with testing and defining requirements/user stories

- Expertise with writing Test Procedures

- Expertise with Performance Testing

- Experience with 508 Compliance Testing

- The ability to work independently on assigned tasks

- Previous leadership experience
- Familiar with Agile development methodology

- Experience with automated testing

- Excellent communication skills

Desired skills
- FDA domain knowledge

- Experience with Load Runner

- Experience with HP Unified Functional Tester

- Experience with HP Application Lifecycle Management or HP Quality Center

US Citizen or US Person (Green Card Holder) with the ability to obtain a Public Trust Clearance is required.
