Job Description


This position is responsible for developing and driving Capital Investment Program support for the Federal Aviation Administration through the National Airspace System Integration Support Contract (NISC) III. <?xml:namespace prefix = "o" ns = "urn:schemas-microsoft-com:office:office" />

Activities will include:

  • Assisting Instrument Flight Procedures Automation (IFPA) Program Manager with all Capital Investment Program (CIP) related activities
  • Performing monthly program performance on-line updates to SPIRE, including business plan updates
  • Coordinating Office of Management and Budget (OMB300) activities between AJV-5 and Chief Information Officer
  • Performing monthly on-line Capital Planning amp; Investment Control (CPIC) updates
  • Preparing annual OMB300 documents
  • Responding to OMB300 audits and data calls
  • Coordinating CIP activities to meet AJV-5 requirements for Capitalization
  • Coordinating CIP requirements activities with FAA headquarters to include but not be limited to:
    1. Preparing annual Resource Planning Document (RPD)
    2. Preparing annual CIT briefing
    3. Preparing annual white sheet
    4. Preparing annual 5-year CIP write up
    5. Preparing responses for headquarters data calls
    6. Preparing plan expenditures with AJV-5 team leads and management, including formulation into Work Breakdown Structures (WBS) and project schedules
    7. Assisting with project cost estimates for CIP projects
    8. Assisting with statements of work for CIP projects
    9. Assisting with planning future funding requirements in accordance with Accounting and Capitalization standards and requirements
    10. Preparing monthly actual labor hour updates from Labor Distribution Reporting (LDR) from all sources (AJV-5, AIT, and PMO)
    11. Assisting IFPA Program Manager with CIP budget activities to include but not be limited to:
    12. Preparing written communications consisting of status reports, suspense items, project summaries, briefings, performance variance reports, earned value reports, and other write-ups as requested.
    13. Preparing documents with IFPA Program Office and AJV-5 Project Leads
    14. Participating in audits with AJV-5 Quality Assurance staff
    15. Preparing or revising documents in response to Quality Assurance (QA) audits
    16. Preparing and revising Program Management documents according to best practices templates
    17. Assisting with the preparation of the contractor Integrated Baseline Review (IBR)
    18. Maintaining system certification, including resolution of gaps and coordination of audits
    19. Maintaining program baseline with approved changes from FAA management
    20. Performing monthly data processing including but not limited to:
    21. New or revised WBS packages from IT
    22. New or revised IFPA Program Office WBS packages (AJV-5 activities)
    23. Actual cost updates from IT (estimated actual costs)
    24. Actual labor hour updates from LDR
    25. Cost reconciliation between IT and accounting
    26. Analyzing monthly variances
    27. Preparing monthly communications (status reports and charts)
    28. Assisting with cost reserve allocation, adhering to standard EVM practices
    29. Completing assigned work, including coordination of work products from other AJV-5 team members in meeting assigned timelines for IFPA Program Office deliverables; including status updates from all IT providers

Experience with government Capital Investment Projects

Experience with Federal Acquisition Institute policies

Experience with Office of Management amp; Budget (OMB) business cases, specifically Major Investment Business Cases

Experience with government Facilities and Equipment (F amp;E) funding

Must be proficient in all EVM software and activities; MS Project and MS Excel.

Must have experience with Deltek Cobra, Winsight and SPIRE

Bachelor’s degree in Accounting or related field and 4+ years of experience. A Master’s degree may be substituted for years of experience.
