Job Description


The Civil Health Operation is seeking a Quality Manager in Baltimore, MD.

The Quality Manager will develop and implement program quality plans, programs, and procedures using statistical quality control statistics, lean manufacturing concepts, and six-sigma tools and analyses. Ensures that performance and quality products conform to established company and regulatory standards. Reviews, analyzes and reports on quality discrepancies related to assembly, process, mechanical, electrical and electro-mechanical systems. Investigates problems and develops disposition and corrective actions for recurring discrepancies. Interfaces with manufacturing, engineering, customer, vendor and subcontractor representatives to ensure requirements are met. Recommends corrective actions, dispositions and modifications.

The Quality Manager is a member of the Program-Level Value Add Team is responsible for the following:
• Develop, monitor, and maintain the ITSSC Quality Strategy, Plan and Charter,
• Provide quality assurance consultation to projects and management as well as to areas outside of the program
• Develop and maintain a strong understanding of quality assurance concepts, techniques, methodologies, processes, industry best practices, tools, etc.,
• Ensure the policies, processes, and practices for quality assurance are compliant to corporate as well as customer requirements,
• Communicate status, risks and issues to corporate as well as senior management,
• Identify and manage quality related risks and opportunities,
• Develop, manage, and track the Task Order Exposure and Opportunity Review (TOE amp; OR) schedule,
• Build, train, manage, and maintain a Quality Audit Team and a team of Quality Specialists,
• Conduct audits and document in the Corporate Audit Database (CAD),
• Coordinate/facilitate team meetings, including preparation and distribution of agendas, minutes, and action item lists,
• Identify improvement opportunities related to quality assurance,
• Communicate/disseminate quality assurance information to the appropriate contract staff,
• Report the status of quality assurance activities to the corporate Quality Organization, Program Director, Program Managers, Value Add Team Manager and Quality Specialists,
• Establish and maintain management sponsorship and commitment to quality assurance,
• Maintain the Program Organizational Forms,
• Reinforce sponsorship and commitment to quality assurance,
• Recognize and reward resources/teams for exceptional quality performance,
• Arrange and/or perform quality assurance relevant training and education,
• Capture metrics and report to Management.


Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education, with 11 years or more of professional experience; or 9 years of professional experience with a related Masters degree. Considered an expert, authority in discipline.
