As an EIC IDIQ Manager, this individual will report to the EIC Director and will support IDIQ contracts that are used by multiple Groups across Leidos Holdings. Responsibilities include IDIQ contract level administration and management, proposal preparation, submission, and negotiations, and monitoring subcontracting goals. The individual will be working with a team of program and contracts staff responsible for enterprise-wide IDIQ contracts with combined task order award values over $1.5B. Some travel required.
-Our IDIQ Manager will have daily responsibility for providing expert guidance and advice to Leidos organizations on using IDIQs, maintain and report IDIQ pipeline, improve external awareness of the Leidos EIC portfolio, provide regular forecasts to the line, track and report contract vehicle performance, providing proposal support, changes to internal websites and catalogues, and delivering updates and advisories across the corporation regarding the use of the contracts.
-This individual will interact with corporate staff in preparing and conducting senior level reviews, and will assist internal Groups in resolving account issues.
This individual will also be responsible for leading and/or coordinating Leidos activities for customer reviews, reviewing updated IDIQ terms and conditions, communicating Federal Government and corporate updates that impact the use of the contracts, support strategic mentor/protégé programs in coordination with the Small Business Liaison Officer, and mentoring junior level staff.
-Bachelor's degree and 8+ years of related experience. Preferred but comparable accomplishments in business development and federal contracts will be considered.
-Specific experience must include Commercial and Federal Government contracts management and administration, a record of working contractual matters and daily operational issues especially on delivery type contracts, working knowledge of Federal Acquisition Regulations (FAR), specifically FAR Parts 16 and large multiple award IDIQ contracts.
-Solid experience in all contract types (e.g., FFP, T amp;M), including performance-based contracting and the ability to provide guidance on contractual matters.
-Proven organizational and teamwork skills, ability to manage multiple priorities within expected timelines while effectively managing competing priorities; proficiency in Microsoft Word and Excel; must possess excellent communication and interpersonal skills, the ability to work well across organizational lines and solid customer relationship management experience are required.
-Project Management Professional (PMP) certification.
-Familiarity with the ITES-2S, ENCORE II, Seaport-e, and RS3 IDIQ programs.
