The Civil Health Solutions group is currently seeking a Product Lead to support a large healthcare contract in Frederick, MD.
The Electronic Document Management System (EDMS) Product Lead (PL) will lead, organize, and coordinate all activities, in a resource-matrixed environment, the development, deployment, maintenance, of the projects’ enterprise content management product. With minimum supervision from the Product Support and Compliance Lead, the individual will follow FDA, DoD, Army regulations as well as eIT PMO SOPs and policies in order to successfully collaborate with eIT PMO staff from each of the functional areas to develop work schedules, coordinate with staff and vendors for their actions and deliverables, and facilitate Product Working Group meetings and minutes. Individual will work with the Business Operations Lead (BOL) to coordinate and facilitate any needed actions on the Product contract(s), to include renewing Option Years, submitting Purchase Requests; requires the ability to reference Call Orders and CLINs to answer specific Product-related questions. This individual will frequently interface with Project leadership regarding the status of the EDMS initiatives.<?xml:namespace prefix = "o" ns = "urn:schemas-microsoft-com:office:office" />
The Product Lead will lead a technical team responsible for the design, implementation, FDA validation, and sustainment of the Content Server Commercial-off-the-Shelf (COTS) software package deployed in the DoD unclassified network environment. The Lead will be responsible for creating plans and MS Project schedules, preparing and conducting feasibility studies for enhancements to existing system(s), which include preparation of system development cost estimates and budgets. The Lead will prepare and present proposals and briefings to management and to Product Sponsors and users. The Lead will work with PMO personnel to develop and coordinate all product documentation requirements per the PMO product development lifecycle and systems engineering management plans. The EDMS Product Lead will prepare recommendations for improvements, monitor design processes and prepare monthly reports for management.
The Product Lead will also assist the Validation Analyst to design operational test and evaluations as part of the change management process to implement changes, install software updates and enhancements, and establish and recommend changes to PMO policies. The Product Lead will conduct weekly product staff meetings and will provide guidance to others to achieve goals while remaining compliant with established policies. The Lead will submit change requests and will coordinate with a team of multi-disciplinary personnel to ensure congruence of the various hardware, software, communications, and interface approaches. The Lead should be able to act independently to determine methods and procedures on new assignments. The Product Lead will interface with customers on a routine basis.
The Product Lead may be asked to provide system engineering support to other command initiatives that relate to, or may possibly utilize, the EMDS product. This support will include participation in working group meetings, developing an understanding of the user needs and requested capabilities, and helping to define possible solutions.
Individual must be able to travel occasionally, mostly to the local Washington DC/Baltimore metro area to present product demonstrations and support customer meetings.
The EDMS Product Lead must have solid knowledge of the IT field, a background working with IT lifecycle methodologies, and be able to handle complex assignments. Knowledge of FDA guidelines and DoD policies and procedures are also important. Proficiency in computer applications, technologies, and system design capabilities are required for the position. Experience with document management systems is strongly desired. Working knowledge and experience with the LiveLink/Content Server tool would be a strong plus for a candidate.
The Product Lead must demonstrate excellent organization skills as well as verbal and written communication and presentation skills to ensure an accurate and timely response is provided to all customers.
Bachelor’s degree in a related technical field and 8+ years related experience. Knowledge and experience in project management is required. A certification in project management is strongly desired.
