General Responsibilities: • Coordinate an operational test and evaluation strategy for a financial management system • Develop and maintain the basis for evaluating the operational effectiveness, suitability, interoperability and security of a financial management system • Develop test concept/test strategy briefs, applicable parts of the Test and Evaluation Master Plan (TEMP), detailed test plans and test reports for a financial management system • Lead and direct operational test and evaluation test event to ensure objectives are achieved for a financial management system. • Review and comment on system documentation such as Information Support Plans, Capability Production Document, Capability Development Document for a financial management system • Participate in integrated test teams • Perform analysis on test data • Develop test scenarios and test scripts • Conduct Cooperative Vulnerability and Penetration Assessments (CVPA) • Conduct Adversarial Assessment to determine the ability of a system and supporting infrastructure to support its missions under a realistic Cybersecurity (CS) threat • Test planning; including review of System Architecture and Information Support Plan (ISP), identifying test objectives, developing testing requirements, preparing requirements traceability matrixes, creating user questionnaires for system evaluation, reviewing TEMP, authoring Operational Test & Evaluation (OT&E) plans and other required documents, developing Evaluation Framework Matrix which included identification of data collection requirements • Participating in WIPT and other project meetings • Develop final test reports Mandatory Skills: • Experience with CVPA • Experience with Adversarial Assessment to determine the ability of a system and supporting infrastructure to support its missions under a realistic CS threat • Develop final test reports • Experience in operational testing methodology • Experience with automated test solutions/methodology • Experience in test and evaluation • Experience in test methodology rigor: may include Design of Experiments, Science Based Test Design, Analysis of Variance, Operational Mission Thread and/or Mission Thread Analytic Framework (MTAF) • Ability to handle stress and work well under pressure • Have practical and working knowledge of all Microsoft Office applications • Analytical and critical thinking skills • Quality interpersonal skills • Must be able to multi-task and be organized • Quality oral and written communications skills • Must have or be able to obtain Secret clearance
11-13 years w/High School Diploma / Requires Bachelor’s degree (in Engineering, Computer Science, Physics or related field) or equivalent, and five to seven years of related experience.
