This position is located in Hanover, MD. The Talent Acquisition Manager is to lead all aspects of day-to-day organizational and workforce management to support operational group staffing/recruiting requirements. Manage a mixed team of corporate and contract recruiting professionals while also performing hands-on full life cycle recruiting duties. This person plans, organizes, directs and controls employment and staffing policy/program execution and will manage the overall resources to insure a timely/quality response to internal customer needs. Selects and trains staff, represents the department to internal/external stakeholders and recommends improvements and efficiencies. Responsibilities include: Manage recruiting operations and overall implementation of new recruiting tactics and recommend process improvements; introduce creative leading edge recruiting techniques to enhance effectiveness of department. Manage, mentor, train and develop a team of 10 or more on recruitment strategies / techniques; team is responsible for recruiting across a broad range of technical and non-technical openings both funded and contingent. Manage requisition loads across recruiting team to ensure optimal efficiency. Perform individual full life cycle technical and non-technical recruiting and functional roles to include sourcing, screening, interviewing, submitting, coordinating / scheduling interviews, and negotiating offers. Closely monitor and validate requisitions and data integrity of the Applicant Tracking Systems. Works directly with Hiring Managers to understand business goals and determine next steps and integrate recruiting best practices and / or process improvements to meet company goals. Plan, organize, and ensure compliance with policies and programs encompassing employment and / or staffing functions. Communicates clearly and concisely with Business Unit General Managers, Director and other Executive Leadership to identify and review requirements and responsiveness to organizational needs. Manage staffing agency and other service provider relationships and contracts including job boards, social media, ATS, etc. Ensure adherence to OFCCP compliance standards, and maintain up to date knowledge of changes as put forth to the federal government. Planning and executing external hiring events. Position Requirements: A positive, high energy, attitude with a strong focus on responsiveness and customer service self-confident; proven and successful cold calling experience Self-starter, constantly looking for new sources of talent for intelligence and technical requisitions. An expert understanding of government contracting; preferably within the intelligence community. Understanding of the security clearance process. The ideal candidate will have experience with a formal applicant tracking system (ATS); experience with BrassRing or Workday preferred. Excellent verbal and written communication skills required. The ability to multi task with excellent attention to detail, in a fast paced environment. Understanding of compensation and job mapping knowledge preferred. Experience working for a Staffing Agency is highly preferred. Experience working in government contacting area is mandatory. Experience managing a recruiting team of 5 or more direct reports and contract recruiters required. Experience managing co-located teams is preferred. Bachelor’s degree preferred but not mandatory. Security Requirements: U.S. Citizenship 10-12 years w/Bachelors Degree 07-09 years w/Masters Degree / Requires Bachelor’s degree or equivalent and ten to twelve years of progressive HR and employment/staffing experience and supervisory/management experience.
