Senior Manager Electrical Engineering – Seapower & Electronic Systems

This position is for the Manager of the Seapower & Electronic Systems Department.

The Department Manager is responsible for the day-to-day operations of a Department with approximately 110 electrical engineers and technicians.The work within this Department includes sub-system and component designs primarily for US Navy.It also includes mixed signal, digital and FPGA design, firmware design, embedded software, COTS hardware integration and EMI/EMC engineering.Design, development and production support activities in the Department also include cabinet integration and testing, and active and passive acoustic circuitry design/support for underwater systems.


Department Manager responsibilities include planning, organizing, and directing Department tasking involved in the conception, design, and development of components, subsystems and systems, primarily for the Integrated Defense Systems (IDS) Naval business. The Department Manager is responsible for development of short and long-term objectives and resources consistent with system and product requirements.The Department Manager reviews, approves and is accountable for proposed costs and work scope associated with new business.Responsibilities also include the management and accountability for the overhead budget and rate as well as multiple development and test laboratories at various facilities.The Department Manager participates in program reviews (including but not limited to Estimates at Completion (EAC), Gate reviews, Team of X and tracking book meetings) in addition to providing leadership to troubled programs and will also participate in customer meetings.Personnel related duties include: manpower planning, performance reviews and people development, personnel training, recruiting, retaining, and mentoring key talent.The Department Manager supports Directorate and Engineering initiatives in the areas of metrics collection, hardware process, training coordination, etc. The Department Manager is the primary interface between Senior Engineering Management and Department members and monitors section management operations ensuring technical, cost and schedule integrity is maintained on programs.

Required Skills:

  • BS in Engineering Discipline (BSEE preferred)
  • 12 or more years participating in hardware design and development activities demonstrating broad- based technical background in hardware electrical design and strong grasp of engineering fundamentals with comparable progression of management responsibilities.
  • Experience in line management of complex engineering teams driving performance and managing through change.
  • Managerial skills requiring a high degree of influence and persuasion to direct and motivate professional personnel. Effective communication skills required to interface directly with leadership during design and related cost and schedule reviews.
  • Prior leadership experience (e.g. IPT leads, CPT lead, Project Manager, Test Director, Section Manager, etc).
  • Earned Value Management Systems (EVMS)/ Certification
  • Experience preparing both technical and cost proposals, the ability to critically review proposals
  • Active Secret Clearance

Desired Skills:
  • M.S. in Engineering (MSEE preferred)
  • Demonstrated team leadership skills for multi-disciplined teams
  • Hardware development experience in DoD environment
  • Excellent communication and presentation skills, communicating to program managers, functional managers, peers, team members, suppliers, and customers.
  • BOE developer/approver certification

This position requires the eligibility to obtain a security clearance. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.
