USA, VIRGINIA, Quantico Full-Time Security Clearance: TS/SCI Responsibilities Overview: • Participate in the conduct of a Capabilities Based Assessment resulting in an Initial Capabilities Document for Staffing • Understand and Operate within the Marine Corps and JCIDS established Capability Requirements Portfolio Management System • Lead, Conduct and analyze data and information generated through Functional Area Analysis, Functional Needs Analysis and Functional Solutions Analysis • Participate as a Team Member and write Intelligence Functional Concepts for the Marine Corps ISR Enterprise. • Identify attributes, standards, capabilities and identify gaps for the Intelligence Warfighting Function • Provide recommendations to address gaps within cost/benefit and operational utility analysis of alternatives • Drafting, staff and adjudicate comments through the Intelligence Requirements Governance Council (RGC) Marine Requirements Oversight Council (MROC) and Joint Requirements Oversight Council • Review and understand DoD Strategic Guidance, Joint Operations Concepts and Marine Corps Operations Concepts • Conduct thorough DOTMLPF-P Analysis • Ensure operational capabilities are articulated in terms of operational attributes not system specific parameters • Ensure operational capabilities are traceable to approved USMC and joint concepts • Identify and Quantify Critical Intelligence Parameters utilizing a pacing threat ensuring that threat data is traceable to DIA or USMC approved threat products • Identify and ensure new capability requirements are considered within the context of previously generated Enterprise Architecture of USMC Intelligence • Apply subject Matter Expertise in Marine Corps Intelligence and write within the guidance of the JCIDS Operating Manual • Write, adjudicate comments, facilitate inter-organizational development and coordinate Functional Concepts and Requirements Documents • Provide support to government personnel representing Capability Portfolio Management (CPM) for USMC Intelligence • Present and organize materials for Requirements and Functional Concept generation and approval to Senior USMC/DoD Leadership See Qualifications / Requires Bachelor’s degree in Business, Engineering, Management Sciences, Computer Science, Information Systems, Social Science, Education, Human Resources Development, and Psychology or other related disciplines and ten to twelve years of experience or Master’s degree and eight to ten years of related experience or PhD and five to seven years of related experience. 10 Years’ Marine Corps Intelligence Experience Qualifying service as a Marine Corps Intelligence Officer, Warrant Officer, Staff Non-commissioned Officer or Non-Commissioned Officer after June 2001.
