As a Subcontract Program Manager for the Cooperative Engagement Capability (CEC) Program, you’ll establish, coordinate and manage subcontracts in support of Engineering Cross Product Teams and Program Management.

In this role, you’re the primary contact responsible for meeting subcontract commitments and setting the subcontract program strategy and tactical direction for execution, including financial, quality, technical and schedule performance.

Your responsibilities will include:

  • Integrating requirements within the program and serving as liaison between the program and subcontractors. Facilitating implementation of requirements via finance and subcontract management processes.
  • Managing the relationship and communications between subcontractors and Raytheon counterparts. Coordinating activities among Program Management, Cross Product Team(s) and Engineering.
  • Developing strategy and metrics to measure subcontractor performance including cost, schedule, rates, staffing and technical measures. Using metrics to identify risks and opportunities in sufficient time for action to be taken and ensure program success.
  • Supporting the program office in overall program coordination for subcontractors, including reviews, meetings and staffing planning.
  • Leading the development of subcontractor Statement of Work.
  • Reviewing subcontractor Purchase Orders for sufficient period of performance, scope and funding.
  • Engaging in all future capture efforts associated with subcontractors including, Request for Information; Request for Proposal; proposal review, negotiation and award.
  • Supporting control account managers for all subcontractor scope.
  • Visiting subcontractor locations, surveys subcontractor’s facilities and processes to ensure compliance with Raytheon subcontractor flow down.
10% travel is expected with this role.

U.S. Citizenship status is required as this position will need a U.S. Security Clearance within 1 year of start date.

Required Skills:
  • 10+ years’ experience in any of the following areas: Subcontracts, Contracts, Engineering, Program Management, Manufacturing, Supply Chain or Supplier Management
  • Experience with Supply Chain processes and procedures
  • US Citizenship is required

Desired Skills:
  • Technical knowledge and experience related to systems engineering, software development and/or engineering services
  • Experience leading a cross-functional engineering team
  • Earned Value Management certification and experience
  • Outstanding communication and interpersonal abilities
  • Excellent organizational and leadership skills

Required Education:
  • Bachelor’s Degree
