Job Description
The Manager I Industrial Security will serve as the Facility Security Officer (FSO) and Information Systems Security Manager (ISSM) at the Aberdeen, MD facility. The FSO is responsible for oversight and implementation of the industrial security program. The successful candidate will interface with all levels of Raytheon personnel and government personnel to ensure contract security compliance with National Industrial Security Operating Manual (NISPOM), Contract Security Classification Specification (DD 254) and program security requirements. The position requires a self-motivated candidate that is capable of working independently and in a team environment with minimal direction. The candidate will be required to conduct security self-inspections, manage the security education and awareness program, investigate security violations, manage the document control program, and ensure physical security requirements are met. The ISSM responsibilities include, but are not limited to, certification and accreditation of classified systems, conducting self-inspections of the classified systems, managing user access to classified systems, continuous monitoring/auditing, and incident response/investigations. The candidate will also manage other security professionals.

U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment.

Required Skills
  • Minimum 6 years of experience in Industrial Security
  • Successful completion of required courses for appointment as the ITPSO
  • Successful completion of the CDSE FSO Program Management course or the FSO Program Management for Possessing Facilities curriculum with a minimum 2 years of experience as an FSO
  • Experience interacting with Defense Security Service (DSS) representatives
  • In-depth, working knowledge of the NISPOM and ISLs with the ability to research and interpret guidance
  • In-depth, working knowledge of the Joint Personnel Adjudication System (JPAS) and Industrial Security Facility Database (ISFD) for security tasks such as personnel and facility clearance verification, classified visit certifications, and JPAS incident reporting
  • Experience managing facility information in eFCL
  • COMSEC account management
  • Must possess or be willing to obtain DoD 8570 certification within 6 months of employment
  • Experience managing all aspects of a classified document control program
  • Experience interpreting security guidance on DD254s and issuing subcontractor DD254s
  • Experience working in an environment requiring minimal supervision
  • Ability to develop and establish a security awareness, training, and education program
  • Experience creating and conducting security briefings, debriefings, indoctrinations, and program-specific security briefings
  • Experience in Physical Security requirements to include collateral Closed Area and Restricted Area certification and management
  • Knowledge of OPSEC plan implementation
  • Willingness to travel on company business
  • Must possess a valid driver’s license
  • Proficiency in common business software (Microsoft Office – Word, Power Point, Excel)
  • US Citizenship
  • Existing Secret security clearance

  • Knowledge in UNIX, Linux, Solaris, IRIX, SUSE, and MAC operating systems
  • Knowledge in Microsoft Windows/Active Directory, UNIX, Linux, Solaris, and IRIX operating systems

Required Education: Bachelor’s Degree from an accredited university and 4 years of related work experience

Desired Education: Bachelor’s Degree in related field of study; ISP© Certification, IAM III Certification (DoD 8570 Compliance)

This position requires a U.S. person or the ability to obtain an Export Authorization from the appropriate government agency for non-U.S. persons
