Raytheon Applied Signal Technology (RAST) seeks a Program Chief Engineer to direct development activities on programs in its Network Information Operations business area. The Program Chief Engineer will work closely with program management, lead integration efforts, and be responsible for the overall technical integrity and engineering execution across the development area. This technical leadership position requires a strong understanding of communications and network systems to be used with deployment of mission critical cyber capabilities.

The Program Chief Engineer will provide immediate face-to-face and written responses to customer requests for information, support to customer meetings and as required technical design decisions. Responsibilities include:
  • understanding program CONOPs and requirements
  • driving the team to develop a viable and realizable open system architecture that addresses all technical requirements
  • ensuring technical integrity and sound execution on programs
  • identifying areas for critical trades and driving the team to appropriate decisions,
  • identifying technical staffing needs and working with engineering department managers to assign appropriate staff
  • performing independent reviews of program execution including design reviews, test readiness reviews and estimates of cost-to-complete
  • ensuring that the program team addresses schedule and budget requirements during program planning and execution
  • ensuring compliance with Raytheon and AST engineering development processes
  • reviewing and approving proposals, estimates and program plans associated with program focus
  • contributing to and supporting the execution of product level technology roadmaps and strategy consistent with program needs

The ideal candidate must be a proven and effective leader driving technical integrity in the engineering team's products and behaviors, and lead identification and resolution of technical & programmatic issues. The candidate must also be able to plan and integrate R&D technologies, capital, and technical roadmaps to pursue and expand business growth for this product line. The successful candidate must be effective at communicating and building trust with senior Raytheon leadership and customers in order to garner the necessary sponsorship and support.

The Program Chief Engineer will be expected to continue RAST’s high level of focus on customer mission success and provide leadership to continue RAST’s legacy of successfully developing and deploying the most technically advanced mission critical capabilities available.


Required Skills:
  • Minimum 10 years of leadership experience in development of complex electronic systems for DoD or IC entities
  • Experience developing systems in the RF domain
  • Experience with open architecture system design
  • Experience with modern wireless telecommunications
  • Experience as a lead systems engineer or chief engineer
  • Strong written and oral communications skills with the ability to effectively communicate with subordinates, peers, leadership and customers
  • Ability to effectively service multiple tasks with ambiguous or conflicting priorities
  • Proven track record of sound decision making
  • Demonstrated ability to effectively interact with a geographically distributed team
  • Excellent interpersonal skills especially in conflict resolution and customer relationships
  • Active TS/SCI clearance
  • Ability to travel as needed (~33%)
  • U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment.

Desired Skills:
  • Working knowledge of some or all of the following: wireless telecommunications, software defined radios, military communications systems, wireless and wired communications protocols, networking protocols and network security
  • Experience in one or more of the following: system development, software development, hardware development, mission support
  • Experience in all program phases, from capture through transition to production
  • Leadership experience in a complex development environment with a number of active programs with varying program and functional priorities
  • Demonstrated ability to work at the conceptual level and work with program leads, customers and internal teams to ensure successful system integration and deployment
  • Working knowledge of business development processes
  • Experienced presenter, with prior responsibility leading discussions with senior levels of leadership, customers, and teammates

Required Education
·Bachelor of Science degree in STEM field
