This position will provide full Security support to Department of Homeland Security (DHS) Cyber Security contract with approximately 300 Raytheon and subcontractor personnel (fully staffed). The candidate will have experience in and be able to develop, manage and maintain facility security administration and management policies and procedures (Raytheon and Customer) related but not limited to the following:Establish and maintain a secure SCI facility in accordance with the provisions of applicable Director of National Intelligence Directives, Policy Guidance, and Standards; NISPOM, NISPOM Supplemental and DOD guidance.Be familiar with Communications Security (COMSEC) requirements.Be familiar with UL 2050 requirements for Alarm Systems and be able to implement, administer, and maintain applicable standards.Administer the security procedures for classified and/or proprietary materials, documents, and equipment/assets; develop/prepare and/or modify, as necessary, Standard Operating Procedures (SOP), Operations Security (OPSEC) Plans, security education and awareness initiatives and briefings, subcontractor DD Form 254s, and classified and/or proprietary work instructions/plans utilizing risk management principles. Process DHS Suitability screening and maintain full oversight of case status.Provide security oversight and management to subcontractors.Develop, maintain and monitor security procedures for multiple efforts from startup thru close out.Provide advice and guidance pertaining to the handling and safeguarding of classified and/or proprietary information and coordinate with government agencies as necessary to obtain rulings, interpretations, and approvals for compliance with regulations.Review articles and documents for appropriate classification and markings.Establish and maintain the reproduction and destruction capabilities and procedures for classified and/or proprietary materials.Oversee the document control system that facilitates the management of all security information under the individual’s purview.Conduct an annual accountable classified material inventory when applicable.Ensure Information Systems are compliant with applicable regulations and operating procedures.Coordinate with Information Assurance personnel to ensure proper development, certification, accreditation, and decertification of all information systems under their purview.Establish and oversee a visitor control program, including coordination of classified visit requests for cleared employees and customers.Submit program access requests, conduct security indoctrinations, annual refresher briefings, and debriefings of personnel.Be able to host and conduct meetings, presentations and briefings.Establish and oversee specialized procedures for the transmission of classified and/or proprietary material/information.Participate in security inspections and reviews; be able to compare policies and procedures with actual operations, document findings, recommend corrective action, and re-evaluate the implementation of those corrective actions.Investigate security infractions/violations and prepare reports specifying the potential for loss or compromise and the associated risk to the program(s).Create, maintain, and leverage working relationships with peers and senior management, and interact with senior internal and external personnel on significant matters often requiring coordination between organizations.

·Experience with and understanding of government security rules and regulations such as ICDs, the NISPOM, and other DOD guidance.

·Experience in developing and revising Standard Operating Procedures, Operational Security Plans, and Security Education and Awareness Plans.
·Ability to display tact, discretion, and diplomacy in dealing with people at all levels, as well as senior personnel representing external and customer organizations.
·Experienced with Microsoft Office applications (Word, Excel, and Power Point
·Ability to work a 5 day/40 hour per week schedule.
·Experience in supporting the Department of Homeland Security, Intelligence and/or DOD Customers.
·Experience with appropriate Government clearance and access databases such as Scattered Castles and JPAS.
·Work related experience in personnel security clearance investigations and processing.
·Basic physical security and construction security experience.
