Job Description

Location: Richardson Texas Security Clearance: None / Not Required We are looking for a Project Manager (PM) to join our Office of the CIO - IT Program Management Excellence team. This position will plan and manage medium-to-large sized initiatives of moderate to high complexity. The PM will reinforce project stakeholder’s and team's focus on implementation (business outcome management) versus installation (technology delivery management) using agile principles where appropriate. The successful candidate will ensure project results contribute positive business value and meet agreed on scope, cost, schedule and quality objectives. The successful candidate will have experience in both waterfall and agile continuous delivery project delivery methods.

Key responsibilities include:
  • Directs medium-large scale, complex projects often involving multiple internal and external constituents and matrix partners
  • Develops the project charter, integrated project plan, resource plan, contingency plan, and related project management artifacts with a focus on accelerating the delivery of business outcomes
  • Where appropriate, develops program backlogs, manages the program Kanban, runs Program Increment Planning and Inspect and Adapt sessions
  • Defines and tracks project milestones while developing, maintaining, and reporting on business outcome focused project plan
  • Identifies and engages technical and business resources needed for execution; able to work in a matrix environment. Aligns the project team around the project’s strategy and business objectives
  • Chairs regular Team Meetings, Agile Ceremonies and Project Governance meetings to review progress with stakeholders, including senior IT and business leaders
  • When required, follows established procedures, including Earned Value Management System (EVMS) and Raytheon’s Integrated Product Development System (IPDS). Manages and assesses project risk. Maintains project repositories. Uses knowledge and experience to tailor project methodology to maximize business outcomes.
  • Defines and manages readiness elements that achieve business and financial objectives. Ensure project results are of the highest caliber meeting technical and behavioral objectives, lean business case targets

Position reports to the Strategic Initiatives PMO and can be located in either Richardson TX or Tucson AZ.

Required Skills, Knowledge and Experience:
  • 8+ years in Computer Science, IT, or Engineering discipline
  • 4+ years of Project Management experience. Demonstrated experience delivering complex projects in the $500K – $1M range
  • Exemplary core project management skills and demonstrated experience with agile frameworks
  • Proven project planning and leadership skills including the ability to quickly earn the trust of sponsors and stakeholders, motivate teams, manage scope, financial management, and set approach
  • Quick and agile learner
  • Ability to navigate a matrixed organization using solid influencing skills
  • Sound business results orientation; ability to make decisions with limited information
  • Ability to communicate at all levels with clarity both written and verbally
  • Excellent problem-solving and critical-thinking skills applying innovation and creativity

Desired Skills, Knowledge and Experience:
-Experience as Scaled Agile Framework (SAFe) Product Owner, Release Train Engineer and/or Waterfall project management
- Experience using formal project management methodologies (i.e. IPDS, MS Project, PPMC)
- Earned Value Management System (EVMS) – Certification
- Experience in Change Management, Implementation Management, Readiness Management, End User Experience
- Experience leading large, complex enterprise system projects is highly desired
-Project Management certification a plus including Accreditation in IMA AIM Methodology
-Master’s Degree in IT, Computer Science, Business or Finance or related field

Required Education (including degree):
-Bachelor’s Degree in IT (Information Technology), Computer Science, Business or Finance or relevant experience
Other Requirements:
Travel requirement varies, based on project assignments.
