Job Description

Location: Tewksbury Massachusetts Security Clearance: Secret The Radar Performance Team Lead is responsible for leading an engineering organization (current team size 60+ engineers) that develops high quality technical solutions for the Patriot Radar through all phases of development. This position manages the staffing of engineers and all Systems Engineering activities that result in development of capabilities in the areas of radar search, target tracking (including high performance Tactical Ballistic Missiles (TBMs), Anti-Radiation Missiles (ARMs) and Air Breathing Targets (ABTs)), discrimination and identification, radar scheduling, clutter and Electronic Counter-Counter Measures (ECCM), that ultimately result in successful target engagements by Patriot interceptors.

Moreover, the mission of the Radar Performance Team is to continually drive system improvements to reduce target leakage and missile wastage in the face of evolving and improving threats. This mission is supported through the execution of the Patriot Engineering Services Management (ESM) programs, Foreign partner programs and other development programs. This includes, but is not limited to, analysis of emerging threats, concept inception, system performance gap analysis, trade studies, algorithm development, software requirements generation, testing and integration, flight tests and sell-off activities. The Radar Performance Team Lead manages staffing, is responsible for the team’s budget and handles the creation of proposals. Additionally, the team supports Patriot’s next generation growth and new business opportunities in system performance, sensor enhancements and effectiveness in theater of operations. Performance analysis for deployed systems and recommendations to the US Government (USG) and Patriot partner nations for system configuration are also provided. This position reports directly to the Patriot Core Execution Team (CET) Systems Engineering Cross Product Team Lead (SECPT) Lead and works closely with the PMO to meet program objectives.


Engage the USG customer, Patriot Users and Intelligence community on evolving threats and desired capabilities along with the identification of system performance gapsProvide overarching leadership for the execution of Patriot Radar Research and Development programs in support of evolving system capabilitiesPropose creative and innovative solutions to enhance system capabilities and leverage radar hardware upgradesSupport deployed Patriot hardware/software in theater of operation for both domestic and international customersEnsure success of flight test programs for both domestic and international customersSupport Internal Research and Development, Enterprise Campaigns, or other sources of internal funding for future Patriot capability upgrades and innovations Collaborate with USG customer and other Patriot functional areas in hardware and software developmentCollaborate with USG customer and across functional organizations on program planning, execution, costing, decision making and problem resolution Support technical Risk & Opportunity (R&O) management, financial execution to budget, staffing selection and development, and technical customer relationship.Manage execution to schedule while supporting unplanned walk-in workSupport Internal and external Program Reviews including Software and Systems Engineering In-Process Reviews (IPRs)Support Patriot Global Marketing and new business pursuits in the area of providing System Performance and Effectiveness Parameters

10 years + Experience in Radar software/ systems engineering development5+ years of engineering management and leadership experienceExperience with military radar systems, tactical air defense systems, product line development processes, international programs, and software developmentDemonstrated Radar Technical Knowledge (HW, SW, Algorithms, Resource Management, Modeling and Simulation, Targets/Countermeasures/Threat knowledge, TPMs)Demonstrated experience interfacing with external customersStrong knowledge/certification in Earned Value Management (EVM), Raytheon Six Sigma (R6s)Experience across product development life-cycleExcellent communications skills, verbal and written, with technical, customer and senior leadership audiencesSecret DoD Clearance required

    Bachelor’s degree or higher in Electric Engineering, Physics or Math or equivalent

    Master’s degree desired

Domain Expertise includes Radar Systems, Effector Systems, Battle Management, Command and Control, Communications, Network Design, Battlespace Integration and Interoperability for Domestic and International Customers
This position can be a Salary Grade G11.
