Raytheon is seeking a Software Manager to join our distinguished team to support the Joint Environmental Toolkit (JET) Contractor Logistics Support (CLS) program. This program is looking for a qualified software engineer to join the JET in a dual role as the JET Software Lead and the Cost Account Manager (CAM). As a member of the SW management team, this role reports to the JET Program Manager and the SW Department Manager. The SW Lead will also perform duties of a Section Manager with line responsibilities for the SW engineers working on the JET Program Segment. The SW lead will be responsible for overseeing the efforts of the SW Agile Scrum team to plan and execute Special Projects and Maintenance Releases necessary to maintain the JET software baseline for the government.

Key responsibilities include:
  • Oversight of all proposed SW baseline changes including SW estimates, TDBOEs & bid models
  • Rolling Wave planning and BCRs
  • Lead overall SW design and development
  • SW schedule, cost, risk & opportunity management
  • SW support for factory and site integration & testing
  • Development & update of SW CDRLs (e.g. Software Development Plan)
  • Leadership & mentoring for all SW engineers
  • Coordination and execution of major software reviews
  • SW process tailoring, metrics collection, analysis & corrective action plan development & execution
  • Preparing program status and flow-up for Program Management and Engineering Leadership
  • Coordination of SW Development efforts and development of SW build plans and schedules
  • Perform as the Scrum Master, responsible for:
    • Managing the development and grooming of Stories to be worked in future Sprints
    • Overseeing progress on active Sprints and running daily Scrum meeting
    • Preparing Product Backlog Grooming (PBG) meeting agendas and supporting PBG meetings
    • Preparing Sprint Demo & Retrospective agendas and supporting each meeting
    • Preparing Sprint Planning meeting agendas (to include velocity analysis) and supporting meetings
    • Conduct Detailed Sprint Planning meetings
    • Collaborate with Government Customer (via meetings, e-mail, telecons) to provide details on current development and collect details for upcoming development

Required Skills
  • Eight or more years of software engineering/management experience
  • Four or more years directly related to software development engineering in Java
  • Four or more years of experience in software development using Object Oriented Methodologies
  • Experience with Agile development processes

Desired Skills
  • Ability to establish & maintain good working relationship with all levels of the org, including government customers, subcontractors, and supporting functional organizations
  • Earned Value Management Certification
  • Hands-on program/project management skills, particularly exp. with earned value management systems, cost and schedule tracking, risk and opportunity management
  • Ability to plan, organize and manage engineering efforts for the program
  • Experience with organization building/structuring/restructuring
  • Demonstrated written & oral communication skills including presentation skills
  • Knowledge and advocate of all SW engineering processes
  • Experience with SW engineering at all development phases of a system
  • Knowledge of related disciplines: system engineering, integration, test engineering, quality engineering, configuration/data management
  • Ability to quickly come up to speed on technical and management efforts currently underway
  • Self-starter: proactive in determining goals and objectives and pursuing the necessary course of action
  • Experience in preparing customer and/or management level briefings, schedule development, action item management, requirement change management and overall development and progress metrics

Required Education (including Major):
B.S. degree in Computer Science, Computer Engineering, Engineering-General, Electrical Engineering, Math, Physics, or related technical major
