Raytheon IIS/GIS provides Operations and Maintenance support for the Intelligence Community

Job Description: The site maintenance and operational lead will have overall responsibility and accountability for managing the site's tier 2 and 3 maintenance and operational activities supporting multiple customers. The candidate will need to possess extremely strong program management and technical skills as they will be required to provide oversight and management for up to 100+ IT specialists, manage Program Risk and Opportunities, meet the requirements for Technical CDRL deliveries, conduct ECP support, perform management of site maintenance staffing and recruiting activities, and interface with different customers. This position will also require the candidate to interact with the Raytheon Finance and Business Operations Team, Task Order managers and their teams, and IT Operations managers and their respective teams in a complex matrix environment. The candidate will also report directly to the Site Lead and be capable of backstopping the Site Lead in their absence whenever necessary. The candidate will also need to be comfortable preparing and briefing key technical presentations to the customer and corporate leadership.

Required Skills:

  • Must possess strong program management experience supporting a highly technical customer
  • Proven ability in supervising and driving the day-to-day activities of a diverse & cross functional team in a healthy, robust matrixed environment including Tier 2 and Tier 3 Engineers, System Maintainers, System Administrators or support personnel
  • Must have experience in Program CDRL deliveries
  • Must have experience in staffing of large technical programs with qualified candidates
  • Must be able to establish and maintain good working relationship with all levels of the organization, including government customers, end users in the military and civilians, and functional organizations
  • Proven experience with technical, leadership, and management level exchange meetings
  • Proven skills in Cost Account Management, cost and schedule tracking, risk and opportunity management
  • Ability to plan, organize, and manage large scale maintenance and engineering activities
  • Experience with organization building/structuring/restructuring
  • Experience with business development and proposal generation
  • Previous experience as a line/functional lead, Task Order Manager or IT Program Manager
  • Knowledge of and experience working with similar proprietary programs
  • Ability to quickly come up to speed on management and technical efforts currently underway
  • Strong teamwork and interpersonal skills
  • Ability to conduct problem/issue resolution effectively with minimal guidance
  • Ability to manage multiple complex IT tasks while leveraging existing skills on the program when building a team
  • Ability to effectively mentor junior managers leveraging best program management practices
  • Excellent written and oral communication skills and stakeholder management skills
  • Ability to prepare and deliver to authoritative organizational, engineering and technical briefings
  • Demonstrated ability to effectively communicate at multiple levels of the organization to include senior civilian and DoD Officials
  • Experience with the Microsoft Office suite
  • BS and 10 years or equivalent years of experience or 18 years of relevant experience in lieu of a degree
  • Must possess a current TS/SCI with current CI Polygraph to be considered for this position

  • BOE Developer qualification
  • Security+, Network+
