The Enterprise Global Talent Development and Organizational Effectiveness team provides a range of talent development technical solutions and consistent processes for the Corporate operations, GBD, GBS and the businesses. The individual who holds the position of Talent Systems Manager will be responsible for the needs analysis, definition, configuration, implementation and on-going support of the technical solutions that are provided. They will be the primary interface between the HRIS organization (including the ITMS Council) and GTDOE to ensure the delivery of technical solutions which meet the operational and execution requirements of GTDOE. This person will have oversight for all activities related to support and use of the systems from development of training materials and delivery of training to on-going user support and troubleshooting. Further, this manager will own and drive a number of enterprise processes that support major talent development activities including the annual Human Resources Review, Talent Reviews, Education Assistance and various assessments leveraged by talent development leaders. A final component of the role will be to maintain the GTDOE OneRTN presence and all metrics and reporting as the primary interface between the WFI organization and GTDOE.

The successful candidate is a manager who can establish realistic strategies and subsequently define and develop solutions based on the user community needs and input. They are a person who is very organized and appreciates the need for simplicity and consistency in process definition. This is an individual contributor role and so the successful candidate is someone who can drive solutions by working collaboratively and influencing others while maintaining beneficial and complimentary relationships across the enterprise.

This position requires the ability to take on the advancement of Raytheon’s inclusive and results-based culture to create purposeful change and provide innovative, agile solutions to the organization. The Senior Manager, Talent Systems will be a member of the Corporate Executive Talent Team, and hold functional responsibility for:
  • Effective implementation and sustainment of talent development systems that the serve the Enterprise.
  • Specific enterprise talent processes: On-going implementation, improvement and support.
  • Developing roadmaps and strategies related to talent systems and processes.
  • Coordination of metrics and reporting for GTDOE and interface with WFI.

Required Skills:
  • Bachelors’ degree in one of the following areas: Human Resources, Business.
  • Minimum of 12 years professional experience in applied organizational effectiveness and change management, including leadership in large, complex, global organizations.
  • A strong systems and process background, including demonstrated experience delivering talent development solutions to a large organization, experience with succession planning processes and project management.
  • Ability to develop and evaluate strategies, metrics and programs to measure the achievement of established goals.
  • Ability to get results and maintain deadlines in a heavily matrixed environment.
  • Ability to multi-task and work within all levels of the organization.
  • Results-driven team player. Proven skills in leadership through influencing, project management and people management.
  • Ability to influence peers, colleagues and executives to promote ideas while building relationships.
  • Strong interpersonal skills with positive attitude and ‘can do’ orientation.
  • Strong partnership abilities; able to drive projects to closure.
  • Effective Presentation Skills and a professional communication style applied to varying audiences; ability to quickly and concisely get points across.
  • Knowledge of MS PowerPoint, Word, and Excel and other applicable software.
Desired Skills:
  • Master's degree and 10+ years of Human Resources, and/or applicable business experience
  • Experience with SuccessFactors
  • Knowledge/certification in Hay, Hogan, and similar assessment tools
