Job Description

Location: Tucson Arizona Security Clearance: Secret The Material Program Manager (MPM) is responsible for managing Supply Chain Management activities within the Miniature Air Launched Decoy (MALD) Program. The MPM will serve as the liaison between Supply Chain and the program IPT. The MPM will assist with program gate reviews, EAC reviews and program reviews.

Key responsibilities include; supplier management, material/services forecasting, cost/ schedule/ quality management performance, metrics, supplier assessments, sourcing strategies, leading proposal activities, supporting EACs, RONA and customer reviews and assisting with contract close out activities. This individual will execute the program per the material program plan. This particular MPM position will also be serving as a material Cost Account Manager (CAM) for an upcoming MALD development effort and will provide support for the required Earned Value Management Systems (EVMS) associated reporting requirements. The MPM will provide input as needed to the program EAC reviews including supply chain risk and opportunities. The MPM will use R6 Sigma and critical thinking skills to propose sound and innovative business solutions to increase operational efficiencies to insure business area and program success. This individual must be a self-starter, flexible and have the ability to work independently at a high level.
U.S. Citizenship status is required as this position will need a U.S. Security Clearance within 1 year of start date.
Below is a list of critical tasking that would be required to support program needs relative to this position:
  1. Knowledge of Earned Value Management Systems (EVMS) and Cost Account Manager (CAM) roles and responsibilities
  2. Develop and execute material/supplier strategies in accordance with material program plans
  3. Coordinate cross-functionally with Engineering, Operations, Quality, Finance, and all other Team of Five and/or Integrated Product Team (IPT) members to develop solutions for program challenges
  4. Ensures that Risk and Opportunity management plans are developed, executed and effectively communicated to program leadership
  5. Participate in all program material related activities throughout the entire program lifecycle, from pre-proposal through contract closure
  6. Support Program-level financial efforts Estimates at Completion (EAC) development and Return on Net Asset (RONA) reviews. Ensures material support of the program level Annual Operating Plan (AOP)
  7. Program Startup Reviews – Provides Gate chart, Gate presentation, and Independent Business Review (IBR) support for the program
  8. Support of all program IPDS Gate reviews and responsible for providing all SCM required input, including securing SCM functional approval
  9. Supplier Schedule/MRP and Critical Path Analysis – Identifies tasks critical to SCM and updates the Integrated Master Schedule (IMS), consistent with MRP requirements. Manages SCM and other IMS tasks to ensure completion to plan
  10. Represents SCM interests and responsibilities in all program and/or functional related audit activity
  11. Attends and represents SCM on program Change Control Board (CCB)
  12. Collaborates with Operations and SCM functions to validate supplier availability, producibility to specification, and cost/schedule impact
  13. Reviews the standard SCM Metrics with the PMO and Program IPTs as applicable


Required Education, Skills & Experience:
  • Bachelor’s degree in Business, Finance, Management, Supply Chain or a related field from an accredited 4 year university is required
  • Minimum of six (6) years of related work experience, which can include a combination of Supply Chain, Contracts, Operations, Configuration/Data Management, Production Control, Program Planner, Material Estimating and/or finance experience
  • Demonstrated knowledge and/or prior experience of Earned Value Management Systems (EVMS) and Cost Account Manager (CAM) roles and responsibilities
  • Experience with contracting Supplier Statements of Work (SSOW), and prime contracts interpretation
  • Experience with Microsoft Office (Word, Excel, Power Point)
  • The ability to work in an Integrated Product Team (IPT) environment
  • Previous experience working in a cross functional environment managing multiple priorities
  • Ability to obtain a Secret security clearance
  • U.S. Citizenship
Desired Education, Skills & Experience:
  • A Master’s degree in Business, Finance, Management, Supply Chain or a related field
  • Active Secret DoD Clearance
  • Strong leadership skills
  • Demonstrated ability to communicate effectively, both written and orally
  • Strong Presentation Skills
  • Ability to focus on goals, adjusts performance as necessary, drive change, solicit and recognize innovation
  • Knowledge and experience in Export/Import Compliance requirements for international business partners and suppliers

Security Clearance:
This position requires the successful issuance, transfer or maintenance of a Secret security Clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process.
