Job Description

Location: WASHINGTON DC US 20001 Description:
The NISC III program is seeking a Logistics Management Specialist that will provide support to the FAA NAS Quality Assurance and Performance Group's GNAS Equipment/Module Population (GEMPOP) tool as part of the NISC III program. This individual’s responsibilities will be to develop and increase the GEMPOP system’s total populated profiles. Support consists of serving as a Subject Matter Expert (SME) on various NAS systems and disciplines (i.e. Navigation, Surveillance, Automation, etc.) to the GEMPOP team, with limited direction and supervision. This individual will be required to construct NAS system/equipment profile builds to depict system configurations in GEMPOP. This individual will also analyze effects of system builds and identification upon various areas such as Engineering, Facilities, and the labor pool to determine the most practical and efficient way assist with FAA data standardization and Reliability Centered Maintenance (RCM) efforts.
Monitors supply support effectiveness and resolves problems with assigned items utilizing appropriate regulations and procedures. Identifies and initiates alternate supply support methods, which are consistent with program plans and applicable policies. Ensures the most effective, efficient, and economical means of support for the required level of service is planned for and provided during all stages of the assigned system’s life cycle. Compiles and analyzes information and statistics relative to assigned items and applicable NAS systems/equipment, reporting problems and proposing resolutions, which conform to stated goals and objectives. Serves as GEMPOP’s primary point of contact, both internally and externally, for logistics and sustainment issues. Contacts typically are internal and external, with regular contacts among major subdivisions and LOB's/SO's, and other external parties to share information about the FAA and explain the applications of policies and procedures. Eg. Second Level Engineering (AJW-14), NAS Integration and Support Group (AJW-13). Other responsibilities include coordinating and attending system-related logistics support meetings.

  • At minimum, a Bachelor's degree from an accredited college in Systems Engineering, Mechanical Engineering, Electronics Engineering, Electrical Engineering, or a related discipline
  • Possesses at least 3-5 years of progressively responsible general work experience, with at least 2-3 years that demonstrates the ability to:
1) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions relative to assigned items and applicable NAS systems/equipment, and
2) Develop project plans and establish scheduling reports.
  • Communicate effectively, both orally and in writing.
  • Ability to apply knowledge applicable to forecasting, monitoring, coordinating, and control of assigned inventory items required for the effective and efficient maintenance and operation of the NAS systems/equipment.
  • Ability to plan for changes to the supply support and repair methodology of a system.
  • Ability to analyze and evaluate documents and data from logistics systems
  • Ability to develop and implement processes, spreadsheets, and other required documents to track and support program initiatives
  • Ability to conduct analyses of logistics support functions and work processes
  • Ability to adjust plans and schedules for actions necessary to meet requirements, and determine logistics support requirements
  • Ability to take on lead logistics responsibilities for the GEMPOP team through the life cycle of the operational NAS systems.
  • Independent worker and team player—able to mentor team members to deliver high quality products with minimal or no supervision
  • Skilled in the use of database management and project management software
  • Proficient with Microsoft Office Products
Desired Skills
  • FAA Operations experience (preference for Technical Operations field experience)
  • FAA Air Traffic Field Operations and systems maintenance experience
  • Familiarity with the FAA Configuration Management and NAS project baseline; Identification/Solution Implementation/in-Service management/Funding/Implementation
  • Knowledge of National Airspace System Maintenance (NAS) Policy and General Maintenance Handbook for NAS facilities procedures and requirements
  • Familiarity with FAA terminology, such as Technical Instruction (TI) Book, Maintenance Handbook (MTHB), System Documentation Release (SDR),and System Support Modification (SSM) documents
  • Familiar with the installation, test, maintenance, and troubleshooting of NAS hardware and systems
  • Familiarity with FAA program offices First and Second Level Engineering Group/Engineering Services/Headquarters Offices/Air Traffic and Technical Operations Directorates
  • Knowledge of and experience managing FAA Knowledge Sharing Network (KSN)
